Neck signature on doll

I've been hired to fix a couple things on this doll.

The lace on her shoulders is falling apart and there's a tear in one of the seams.

The owner found her in a box of his mother's things after she passed from cancer. So we would like to know anything more on this doll.

Where can I find replacement lace? Or would it be better to attach the flowers that are still there into new sheer fabric. Owner has also asked where to get the band that goes on her neck to hold it on the body.
