Mothers doll

I have my mothers 11" doll the only markings are between her shoulders 12 with USA underneath.
Mom got the redheaded doll said she was in a blue doll case had a pink skating dress and roller skates, she said her sister received the blonde doll and she was in a red case.
I would love to restore her but I have no clue what type of doll she is she has straight arms and legs jointed at hip shoulders and neck, her wig is glued to her head but much of her hair is gone.
(She has been well loved!) Any idea who she is? Thanks
