Kewpie?

I found this doll@ Goodwill. I'm not a doll collector, but she was in good shape and too cute to leave behind.
My first thoughts were Kewpie doll but cannot find a match online. She is porcelain? with no moveable parts. Marked across the back what I read as She-Mar 80/197.
Any ideas on maker or age? Value, if any.
