Japanese sleepy eye doll

I received this doll from my grandmother in a small box wrapped in tissue paper. The clothes are disintegrating and I cannot find any information on the "Shinoda" marking.
Please help me find what type of doll this is and maybe a value.
The doll is 5 1/2 inches tall
It has a hollow head with no hair (has hat)
It's legs and arms movable
It has moving eyes (sleepy eyes)
