German Bisque Shoulder Head Doll with Kid Body - no maker

I fell in love with this doll’s bright blue eyes and lovely hair when I saw her on eBay a couple years ago. She even has two tiny brass hair clips in her hair.
She is about 17 inches tall, but I’m baffled by who made her.
Her back says “11 13 1/2 Germany 4”.
I would love to know more about her, the time she was made, who made her, and even what her clothing may have been. I just put an old baby doll dress on her so she wasn’t nude. 😊
