Early Kestner Character Baby Doll?

Marking on back of head
Hi,
I inherited a beautiful doll from my mother, who said it is a J.D. Kestner Character Baby doll.
The doll is about 27-28" long. It has a composite body and solid bisque head with molded/painted hair, blue glass eyes that open and close (used to have real eyelashes), an open mouth with two teeth, and a wobbly tongue.
I cannot find any information on whether this is actually a Kestner since the markings are not conventional. The only markings on the back of it's head are " Made in Germany 19." there is also a symbol that I cannot make out.
I would appreciate any information or guidance you can relay.
Thanks!
