Back male doll from the 1920’s

I am needing help identifying this black male doll that was my father's back in the 1920s.
It is about 13” tall, the body is in fair shape, but the head and face are is pretty bad shape. The head sounds like it might be plastic? Not sure.
Just curious if it is worth donating to a local museum or trashing it.
