30" Mystery Doll

I was given this doll in the 60's by my cousin.It may have come from England.
The doll is not jointed she stands straight up on her toes(she used to have high heels). There is the number 251 A-E 15 under the back of her hairline.
There is also an arrow inside a stretched diamond on her lower back. She is dressed in a lined net ball gown with a shawl of same material. Her eyes close and she has earrings.
