2 Mysterious Girls! Help ID?

I stopped collecting dolls for a while. THen while doing some Flea marketing for a new project I came across these 2 beauties (see photos).
I like a mystery so I bought them pretty reasonable prices. The tall one is 20 or 21" marked Effenbee back of her head.
Face and arms are soft plastic, rest is vinyl. I THINK she is either a Happy Family Mother Doll.
The other gal is 14" all hard plastic, flat feet and no markings.
