1950's? hard plastic, soft vinyl head teen or adult doll with 9 joints

That about covers it!
I can't find any references online about this particular doll. She has short golden color hair, blue eyes that open and close, high heel feet and holes for earrings in her lobes. And, she has 17vw marked on the back of her head just before the head joint and neck connect.
The way her legs join her hips, without pulling her leg out, it appears there might be a metal box inside the legs are connected to, not sure though.
