1950's Doll Head Stamped "21" and Soft "Vinyl ?" Body

This poor doll did not survive the mice in my grandma's basement. She received this doll in 1954 or 1955. And it probably came from Sears or Montgomery Ward.
The doll head is approx. 6.5" tall and is stamped on the back of the neck "21".
The doll body is approx. 16.5" tall (neck to feet) and made of soft vinyl. No markings of any kind.
I'd really like to know the year and maker of the doll and perhaps see if it is valuable and worth fixing. Thanks for anyone's help
