100 year old porcelain faced doll...not sure who manufactured it

My wife had inherited this doll from her grandmother. Her grandmother played with it as a child. Her grandmother died 10 years ago and was in her late 80's when she passed.
She was told by her that the doll was old when she got it as a child. We removed the clothes and did not see any markings on the doll. But the picture on the back of her head shows the marking "Germany" and the number "3".
Also, I cannot tell but it seems the dolls' body and arms are made of wood? Another interesting item it looks as though the doll is about 22 to 23 inches tall as I measured her.
The arm and legs are all articulating. Does anyone have an idea of what or how manufactured the doll or the era? The eyes look to be blue to me. The chin has a little dimple on it.
